The contract

The DBFO contract (design-build-finance-operate) granted by the Delfland Water Authority to Delfluent in 2003, is characterised by the following:

  • Construction of a new waste water treatment plant at Harnaschpolder, with a capacity of 35,800 cubic meter per hour.
  • Renovation of Houtrust plant, scheduled for completion by November 2008.
  • Management and operation of Houtrust plant for 30 years and Harnaschpolder plant for 26 years, with remuneration for Delfluent Services based on quality and quantity of water treated.
  • Management and maintenance of network of pipes and pumping stations.
